Recently, CMA CGM issued the "Notification to Customers on Accurate Declaration of Verified Weight of Cargo" reiterates that:

 

An accurate declaration of certified Cargo weight (VGM) during the booking process will result in a non-hazardous cargo misdeclaration fee of US $7,000 or Hazardous cargo misdeclaration fee of US $17,000.

 

Previously, Shandong Qingdao Port announced the official implementation of the new VGM (Verified Gross Mass, verified total weight) declaration operation mode from September 1, aimed at further strengthening the supervision of container export cargo overweight and hidden phenomenon, to ensure the safety of ship and shore personnel (human safety), ship navigation safety (ship safety) and cargo safety (cargo safety).

 

In the "Notification to Customers on Accurate Declaration of Verified Weight of Cargo", CMA CGM stated that the declaration of Certified Weight of cargo (VGM) is subject to strict compliance with the International Convention for the Safety of Life at Sea (SOLAS) and the Ship Safety Supervision Regulations of the People's Republic of China to ensure that the actual weight of the cargo does not exceed the maximum payload of the container carried. The deviation from the verified weight of the goods declared by you is not more than 5% or 1 ton (whichever is less).

 

In order to ensure the safety of cargo and crew, cargo may be reweighed at the yard, dock or other places where conditions permit.


If you find a violation of the foregoing, you will be liable for a non-hazardous goods false declaration fee of US $7,000 or a Hazardous Goods False declaration fee of US $17,000, and you will be liable for all losses, costs and liabilities arising out of or in connection with your false declaration.

 

At the same time, CMA CGM reserves the right to disclose information related to false declarations to relevant authorities such as customs, ports and maritime administrations.

 

Being overweight and underreporting can be dangerous

 

The cargo VGM (verified weight) does not conform to the actual declaration, especially when the cargo is overweight, it will seriously threaten the navigation safety of the ship.

 

Overweight containers may cause the ship's center of gravity to shift, affect the stability and maneuverability of the ship, and increase the risk of navigation.

 


Overweight containers in the loading and unloading process may bring additional burden to the terminal equipment, and even cause damage to the equipment, but also increase the difficulty and risk of workers.

 

Underreporting dangerous goods or overweight goods may lead to accidents such as leaks and explosions during transportation, which not only damage the goods, but also may cause serious harm to people and the environment.

 

In response to violations such as overweight/underreporting/false reporting, major shipping companies have issued notices requiring the correct and truthful declaration of cargo and imposing heavy fines for violations.
