Exporters are responsible for certifying certificates of origin, commercial invoices and other special documents. The certification procedures are as follows:

(1) notarized by a notary office and certified by the local chamber of Commerce of the exporting country;

(2) Certified by the exporting country - Saudi Trade Council;

(3) Certification by Saudi embassies and consulates.

The two documents required for shipment are the certificate of origin and the commercial invoice, and other certified documents specified by the letter of credit. Each document shall have at least one original and one duplicate. Both originals and copies shall be signed by the person issuing the document. Facsimile signature shall be invalid.

In addition, two Export Information Sheets (EIS) must be completed by the exporter or shipping company, signed by the exporter or shipping company official, and submitted with the other documents.

Specific requirements for documents:

1. Commercial invoice

Made from the paper of the export company;

Include the name and address of any consignee for the shipment;

Accurate description and composition of the goods, including 6-digit HS code, trademark, ship name, date of shipment, port of loading, port of discharge, gross weight, net weight, quantity, unit price, total price of each commodity, total price of the goods, contents of each packaging container, currency, credit card number, freight and insurance, etc.

Saudi customs requires a very detailed description of the cargo.

2. Certificate of origin

The certificate of origin must be issued by the manufacturer or exporter, which should include the name of the ship (flight), the date of departure, the name of the manufacturer of all goods, the nationality, the address with the street name. In addition, all goods or parts must be described in detail. There should be a paragraph stating that the document is true and accurate and signed. If the goods are not specific to the country of export, an additional notarized declaration is required.

The certificate of origin also includes the name and address of the Saudi importer, a description of the goods and the address of the shipping company.

3. Bill of Lading (or shipping receipt)

A non-negotiable bill of lading (BL) must be submitted to the Saudi Embassy (Consulate) in accordance with the commercial invoice. The contents include the description, value, net weight, gross weight, volume, dimensions, mark, package quantity, name and address of consignee (Saudi importer), name and address of shipping company and/or shipping agent, name of vessel, date of shipment, port of loading and port of discharge of the goods to be shipped. The shipping mark and quantity should be consistent with the invoice.

4. Ship's certificate

Issued by the shipping company (or airline), used as an attachment to the bill of lading, there must be at least one original, and it is a certified certificate. Include the following information:

Name of cargo ship (aircraft) and original name (if any);

Nationality of cargo ship (aircraft);

Cargo ship (aircraft) owner;

Name of port of call (airport), including loading, unloading or port (airport).

The ship's certificate also states that it will not call at any other port (airport) than the port (airport) already mentioned, and that all confidence in the certificate is true and accurate. The standard certificate format can be downloaded from the Saudi Embassy and Consulate website.

5. Insurance Policy

Issued by the insurance company with at least one original, including the insurance amount, the name of the vessel, the port of loading, the port of discharge in Saudi Arabia, and the name and address of the beneficiary. In addition, Appended Declaration to Insurance Policy (available on the Saudi Embassy and consulate website) must state that the insurance company is a qualified, established insurance agent, or a representative in Saudi Arabia, with a name and address.

If taking out insurance with an insurance company in Saudi Arabia, the exporter is required to state the name and address of the insurance company on its company header.

6. Packing list

Include the name and address of any consignee, description of the goods, value, net and total weight, number and contents of packages, number and contents of containers, number of seals, letter of credit number (if any), etc.

Chemical composition, microbiological standard, storage method, expiration date (production date and expiration date). If the food contains animal fat, the certificate should state which animal the fat came from, or that it does not contain pork or pig fat. This certificate must be signed and issued by the local health department.

Saudi SASO certification

SASO is the abbreviation of Saudi ArabianStandards Organization, that is, the Saudi ArabianStandards Organization. SASO is responsible for the development of national standards for all daily necessities and products, and the standards also involve measurement systems, labeling and so on. In fact, many SASO standards are based on the safety standards of relevant international organizations such as the International Electrotechnical Commission (IEC). Like many other countries, Saudi Arabia adds some unique items to the standard based on the country's civil and industrial voltage, geographical and climatic environment, ethnic and religious habits, etc. In order to achieve the purpose of consumer protection, SASO standards are not only for products imported from abroad, but also for products produced in Saudi Arabia.

The Saudi Arabian Ministry of Industry and Commerce and SASO require all products contained in SASO certification standards to have SASO certification certificates when entering Saudi Customs. Products without SASO certificates will be refused entry by customs at Saudi ports.

For producers to obtain SASO certification and export products to Saudi Arabia, the following steps are required:

1, apply to the consulting company, the consulting company according to the product category, in accordance with the requirements of SASO, to inform the enterprise product certification procedures;

2, enterprises in accordance with the certification procedures to submit product samples for testing, some products (such as some motor vehicles and parts products, etc.) need to be factory inspection;

3, after the product test qualified, the enterprise obtained SASO certification; If the product fails to pass the test, the enterprise will get a detailed description report;

4, the product is exported to Saudi Arabia, the goods should be issued SASO certification, Saudi Arabia standards organization technicians will check the certificate; If the SASO certificate cannot be issued, the product will be refused entry or sampled to the Saudi Arabian Ministry of Industry and Commerce or the Saudi Arabian Standards Organization laboratory for testing, if the test is not qualified, the product will be refused entry, all costs borne by the export enterprise.

Items to pay attention to when exporting SASO certified goods to Saudi Arabia:

1, labels, instructions to use Arabic or English, for household appliances and power tools instructions must be in Arabic.

2, the product input voltage must include 127V or 220V.380V, the frequency is 60HZ.

3, the outer packaging and products must be silk screen printed "made in china", if it is "made in PRC" is not allowed.

4. Inspection includes: inspection of the surface quality of the goods, point quantity (the quantity shown on the clearance certificate should be consistent with the quantity of the inspection point) packaging, marking, shipping mark.

5, the inspection needs to be notified 3-5 days in advance, once the time is determined, the need to cancel must be notified one day in advance, otherwise you need to pay the inspection fee and arrange the inspection time.

6, the cost of certificate modification: 550RMB, (the original certificate needs to be returned) if the same batch of inspected products need to be divided into many batches, each certificate is 700RMB (except for special agreements).

7, medical, textile, food, military, some industrial products do not need to do COC, medical, textile if there are customers need to do can also do.

8, the issue of plugs, the official requirements of the Kingdom of Saudi Arabia, must be a British plug.

9, energy efficiency, electrical appliances (for household air conditioning, refrigerator, washing machine products to do an energy efficiency test).

10, battery export to Saudi Arabia requires ROHS report.

11, cosmetics, shampoo, need lard test, fat test, need to be sent to Saudi designated places for testing.

12, the label must be silk screen printed on the product, paste is not accepted.

13. Toy products require EN71 reports.
