Recent incidents have underscored the urgency of the issue. In 2022, a shipment of lithium-ion batteries wrongly declared as "computer accessories" caught fire en route to the Port of Virginia. In addition, the Coast Guard's Maritime Safety Alert 01-23 also notes that electric vehicles damaged by salt water after Hurricane Ian are at extremely high risk during transportation because exposure to salt water can trigger dangerous chemical reactions in lithium-ion batteries.
The release of the PHMSA guidelines establishes stricter regulations for the transportation of lithium batteries, while reminding industry practitioners to comply with relevant safety rules.
